It’s the same locally or nationally. A bill or law starts out one way then as it moves through the bowels of government (along with all the feces attached) it somehow gets bastardized into something completely different.
Senate Bill 69 in Hawaii started out as a gun “buy-back” bill has morphed into a firearm registration and background check bill. This would require fingerprinting and processing through the NATIONAL Instant Criminal Background Check System (NICS) in addition to the already existing registration requirement on ALL firearms brought to the state.
